Since inception of the Opa-Locka town in Florida, the business occupancy has captured the whole open market place abruptly and the open space market turned into a messy place. The local commuters started making complaints about it because it caused very much inconvenience to the visitors and there was no centralized place for meeting all daily needs stuff and visitors need to roam throughout the market in search of their needs which resulted in wastage of time and also to some extent and uneconomical way.

The local administration also was too much worried too about getting some adverse scenario being created and they need to take some quick concrete step to get back the things in organized way. They approached to some of the best US based real-estate developers with their plans to chalk down the whole market and make a new market in place of the old market. But they were unable to impress the administration as they thought that these projects were of higher cost and will take lot of time in execution, since replacing the existing market completely and relocating huge number of small and large business houses top other place then shifting back them to new market places never seems a feasible job to be done. Finally they approached Bebo Kobo and they got immediate reaction on the plan which was presented by Bebo kobo. Unlike other Bebo Kobo holdings has taken out the project in three phases.

First phase was to build the outer extension of the market without disturbing the routine working in the main market .Then second phase carried out once establishing the extension and relocating merchants from inner market to the extension and then renovating the main market with a centralized hub. Finally the third phase carried out with development of all new market space with all modern amenities including, better public transport, business centre, restaurants, entertainment zone and ample parking space. All the three phases were due to be carried out successfully in less than 24 months. The Florida mayor has improved immediately the plan and soon there emerged a very well developed organized Hialeah Flea Market.

Impressed with the job done by Bebo Kobo the Florida House of Representatives Chairman, Willie Logan, Jr. has written a letter to the mayor of Opa-Locka John H. Taylor thanking and appreciating the work done by him and Bebo Kobo to develop the flea market in Opa Locka and building a healthy environment for business and tourism.
